Periodic Review/Tenure/Promotion Guidlines
Reviews for retention, tenure and promotion of faculty will be
conducted by the Executive Committee pursuant to UWM Faculty Policies and
Procedures. Criteria for these reviews will comply with the expectations of the
Division of Professions Executive Committee (or Divisional Committee).
CRITERIA
The candidate for promotion to associate professor and promotion or
appointment to tenure must demonstrate strengths in (a) research, scholarship, and
contributions to the candidate's professional field, (b) teaching, and (c) service, and
give evidence of continued commitment to contributing in each of the three areas.
The candidate for promotion or appointment to full professor must
provide evidence that during tenure as associate professor, there was national and/or
international recognition for (a) significant research, scholarly and professional
contributions in the candidate's professional field, (b) high quality of and significant
contribution to teaching, and (c) significant service contributions.
Research, Scholarship and Professional Activities
The candidate's research, scholarship and professional activities
will be evaluated as to whether they are well-conceived and developed, and relevant and
critical to the discipline. These activities and products will also be evaluated with
respect to their impact on and acceptance in the field, as measured by dissemination in
scholarly and professional journals and other appropriate media. The candidate's
professional, research and scholarly activities will also be assessed for evidence of
continuing contribution.
Teaching
In instruction, the candidate will be evaluated on the basis of
demonstrated competency and excellence in (a) course design and (b) instructional skill.
The candidate must demonstrate mastery of knowledge in the areas taught, competency in
organization and presentation of course materials, conscientiousness and fairness in
relationships with students, skill and instruction, and commitment to developing better
approaches to teaching.
In program development and management, the candidate's contributions
will be evaluated with respect to accurate and timely identification of potential student
groups and programs desired by them. In addition, the efficiency of management and
delivery will be considered. The program development will be assessed for evidence of
depth of understanding of subject area and student needs. Creativity and innovation in
program development and delivery will also be evaluated.
Service
The candidate's service to (a) the University and its various units,
(b) the academic/professional community, and (c) the lay community will be assessed.
Contributions will be evaluated with respect to the degree of participation, level of
responsibility, demonstrated leadership, and the significance of the products or results
of the activity.
GENERAL PROCEDURES
Retention Reviews. The Executive Committee will expect the faculty
member under review to provide the Committee with all materials typically provided for a
tenure/promotion review with the exception of letters from colleagues and external
reviewers. The format for presenting these materials may be found in the Procedures of the
Divisional Committee. The Executive Committee stands willing to provide input in the
preparation of review materials prior to their submission.
Tenure and Promotion Reviews
The Executive Committee will expect the faculty member under review
to provide the Committee with all materials required by the Division of Professions
Executive Committee for review. The format for presenting these materials may be found in
the Procedures of the Divisional Committee. The Executive Committee stands willing to
provide input in the preparation of review materials prior to their submission.
DETERMINATION OF FINAL LIST OF EXTERNAL REVIEWERS
Attached is the Executive Committee's procedure for the
identification of external reviewers. Please remember that the "Open Meeting
Law" Guidelines address the aspects of confidential vs open letters. These options
should be carefully considered and resolved prior to the determination of the final list
of external reviewers.
EXECUTIVE COMMITTEE EVALUATION PROCEDURES
The Executive Committee is charged with conducting personnel reviews
for members of the Department faculty and staff. As such, it becomes involved in some or
all of these areas as part of the formal review process as well as faculty development
activities:
1. Peer judgments of the adequacy of candidate's research, teaching
and service records.
2. Active mentoring of faculty preparing for tenure and or
promotion.
3. Class visitations to observe teaching.
4. Annual review of candidates to monitor progress in all areas of
faculty function (typically tied into annual compensation reviews as well as less frequent
retention/tenure/promotion reviews).
5. Providing both formal and informal feedback to all faculty and
staff within the Department as part of various review processes.

PROCEDURES FOR DETERMINATION OF EXTERNAL REVIEWERS
The Division of Professions Executive Committee in its procedures
requests that letters from external reviewers assessing the candidate's materials for
tenure and/or promotion be submitted for review. The Executive Committee must request at
least three letters (but no more than five) from impartial experts "outside the
University (excluding co-authors, major professor and advisor, etc, unless justification
is provided for an exception) jointly agreed upon by the candidate and the Executive
Committee. Confidential letters are much preferred. Divisional Procedures,(III,B,4).
To comply with these expectations, the Department of Human Movement Sciences Executive Committee asks that all candidates for tenure and/or promotion develop a list of
potential external reviewers. During the list development phase, the candidate is strongly
encouraged to consult with Departmental colleagues in the same or related areas of
research and scholarship. The list should include names of individuals who themselves have
these characteristics:
- Nationally or internationally recognized for research in the area(s)
to be reviewed.
- National or international involvement in professional societies
providing forums for the dissemination of research and scholarly work in the area(s)
requiring review.
- Affiliation with departments and/or institutions that are at least
comparable to UWM with respect to research and scholarship expectations of faculty.
The preliminary list, once developed, should be drafted for
Executive Committee review to include the name, professional address/phone number, and a
brief biographical statement describing each individual's potential contribution to the
review.
The Executive Committee will then meet with the candidate in
Executive Session (pursuant to Wisconsin Statutes, 19.85) to finalize the "short
list" of three to five reviewers. The Committee reserves the right to add names to
the list that may not have been suggested by the candidate if it feels that to be
appropriate. The finalization of the "short list" will be done by collegial
consensus between the candidate and the Committee. Should one or more of the identified
reviewers be unable to participate, then the Committee will reconvene to consider
replacing these individual(s).
Department of Human Movement Sciences FACULTY/STAFF "OPEN
MEETING LAW"GUIDELINES
(Revised November 1991)
While the vast majority of Departmental meetings are held in
"Open Session", Wisconsin Statutes, 19.85 provides options for "Closed
Session". Copies of these Statutes are available in the Department Offices (Enderis
411). Before you file your "Review Format Form" which is attached, you should be
aware of how these Statutes relate to your review. You are also encouraged talk with the
Chairperson and either the University Committee (faculty) or Academic Staff Committee
(Academic Staff) to gain insight into the two meeting options and how they relate to your
review.
Candidates seeking tenure (or indefinite) status
The Statutes state that candidates seeking tenure (indefinite
status) have the right to request an "Open Meeting"; that is, the Executive
Committee meeting is open to the public and no confidential material is entered as
evidence. This right may be exercised at both the Departmental and Divisional/ Academic
Staff Review Committee levels.
Candidates seeking Promotion only
The Statutes state that meetings held for the purpose of promotion,
compensation or performance evaluation are exempt from the "Open Meeting Law".
This means that the Executive Committee, at its discretion, will most likely conduct these
meetings in "Closed Session" (or "Executive Session"). With respect to
faculty, UWM Policies and-Procedures have extended to candidates seeking promotion to full
professor the right to an open meeting of the Divisional Executive Committee. However, the
Departmental Executive Committee is not obliged to honor a request for an open meeting
when considering promotion to full professor. Should the Departmental Meeting be closed
and the Divisional Meeting open, then all confidential letters of evaluation used at the
Departmental level will be replaced with open letters of evaluation after the Departmental
review and prior to the Divisional review. This could cost some time delay in decision
making.
Candidates undergoing retention/reappointment reviews
Since retention reviews involve performance review, they are exempt
from the "Open Meeting Law". This means that the Executive Committee, at its
discretion, will most likely conduct these meetings in "Closed Session" (or
"Executive Session").
Again, candidates up for review should read the law with respect to
the "Open Meeting" format and discuss implications for their reviews with
appropriate individuals (e.g. Chairperson, University or Academic Staff Committee Chairs).
THE ATTACHED "REVIEW FORMAT FORM" MUST BE SIGNED AND FILED
WITH THE CHAIRPERSON PRIOR TO ANY FORMAL REVIEW BEING CONDUCTED BY THE EXECUTIVE
COMMITTEE.
