Kennan Forum Background Information and Issue Brief The Institute of World Affairs (IWA) at the University of Wisconsin-Milwaukees Center for International Education (CIE) established the first issue brief writing competition in 2006 and invited graduate students to submit proposals. This year the proposals addressed the theme, of foreign policy and the media during a presidential election year. Criteria for selection of the proposal weighed heavily on the degree of relevance to the forum theme and critical analysis of the issues.
This issue brief is part of an occasional series of papers IWA publishes to accompany programs. These works do not necessarily reflect the opinion of IWA, but are intended to foster discussion about critical global issues. A reading list and discussion questions are included.
